I think it's because uploading porn but forgetting to change the default E-rating to A is one of the easiest and most common reasons people get booted from the art portal.

I think apart of it is that you're responsible for who you scout. You can get punished for scouting someone who misbehaves, and I can't imagine most users would trust random unscouted porn artists to behave, so people just don't take the risk.
